Initially charged with strategic planning and managing the implementation of numerous customer-facing projects, this was a position that had not been previously defined by management. Therefore, I also worked with internal groups to analyze the business environment, formalize project management, and introduce repeatable processes to improve efficiency and resource availability.

 

Project specific responsibilities focused on managing the implementation of wireless (GPRS and 802.11) based tracking systems for transit fleet management, location reporting, and security. The technology used a combination of GPS satellite signals and GPRS (wireless) modems to track the locations and provide BI on service and availability of vehicles.

I was brought on to assist in the design, development, and implementation management of the first fully integrated browser-based occupational licensing and enforcement system. While with CAVU, I worked with the design team to specify the new application and provided technical analysis to ensure quality of deliverables. Quick time-to-market enabled the company to gain a competitive edge and acquire new clients. I worked closely with marketing and development teams on product design review to create effective collateral to improve product visibility in the marketplace. I collaborated with senior management to develop the corporate strategy for project management and implementation based upon standard PMI project management principles and Six Sigma DMAIC methodologies. In this capacity I championed internal QA processes and formalized software packaging and deployment procedures to increase quality levels and move the organization toward Six Sigma quality standards. Specific project descriptions and relevant responsibilities are outlined below:

 

  • Developed project plans and managed project progress using internal and third party management tools;
  • Provided detailed analysis of RFP requirements regarding implementation and customization strategy;
  • Participated in pre- and post-award risk planning meetings with client to demonstrate product functionality, encourage buy-in, and to set appropriate expectations prior to project start;
  • Organized and led cross-functional project implementation teams and provided oversight to ensure quality of deliverables;
  • Conducted numerous product demonstrations and clarifications throughout the bid process;
  • Conducted business process modeling sessions and in order to elaborate scope, identify risk, and help ensure that the final deliverables fit the needs and quality standards of the client;
  • Assisted agencies in development and requirements definition for supporting products;
  • Created detailed design documents after interpreting state laws and statutes into functional software modules;
  • Reengineered complex financial software component to adhere to standard accounting practices;
  • Directed data conversion efforts to SQL Server and Oracle database platforms.  This included interpreting data models and training staff on data mapping and validation testing.
  • Worked with multiple state agencies to gather requirements for an eCommerce initiative that extended services over the Internet;
  • Key contributor to client project implementation audits. Organized and compiled formal audit responses that documented technical and business implementation structure and timeline.
